Eastlink Speed Camera on Wellington Road

Neil Mitchell | Okay – Eastlink. Now there might be a way of getting to the bottom of this because we keep getting these calls of about Eastlink specifically Wellington Road. The drivers – well, some have got cruise control, some are quite sure, some are speed limits. The others have got – well, one had – a van that that, just couldn’t go that fast. It’s been going on for weeks and weeks and weeks.
Now I’m afraid I’m yet to be convinced. Maybe I’m over suspicious here but two weeks ago, we spoke to Super intendent Shane Patton from the traffic camera office and unequivocally… he stands by them. |
Superintendent Shane Patton : | We’ve only had these cameras in since September so we are obviously umm pretty keen to be making sure it’s tested constantly which we do and maintain that they’re all certified and independently tested and sealed. And it’s not new technology for us either. So there’s no reason why we have any issues. We put this technology up on the the Western Ring Road on the 5th April last year and we’ve been maintaining the same system so it’s not a new system. |
Neil Mitchell: | Why is it that I am not getting complaints from the Western Ring Road but I’m getting dozens and dozens and dozens of complaints from this one particular camera? |
Superintendent Shane Patton : | What it is, it’s the situation that people are not used to the camera’s being there even though we went out and told them and they’ve got a rude shock. |
Neil Mitchell: | Okay, a rude shock would be a fair comment. Now, we’ve got a specific complaint here from a bloke who does carry perhaps more credibility the most of us when it comes to this issue. He’s a former police officer – John Dargie.

John Dargie: | [Chuckles] Well, I was in there for 25 years but I spent a lot of, the initial – a lot of time at the traffic camera office |
Neil Mitchell: | Okay. |
John Dague: | When we first started, I remember speaking to you but I was setting one up on the side of the road. |
Neil Mitchell: | Okay. So you work in the traffic camera office. |
John Dague: | Yeah. |
Neil Mitchell: | You have been booked on the Eastlink. Do you think it was accurate? |
John Dague: | No. |
Neil Mitchell: | Why not? |
John Dague: | Well, I know Eastlink. I’ve only been in their office talking to ex-work mates at the traffic camera office only a couple of weeks earlier talking about the Eastlink cameras and I know exactly where it is. And I travelled it twice a day and religiously drive at a hundred K’s. I’m especially there and even dropped below a hundred K’s because I know it’s there. |
Neil Mitchell: | Is there any possibility your speedo is wrong? |
John Dague: | No. |
Neil Mitchell: | Is there any possibility you just had a momentary lapse? |
John Dague: | No. No, I was there religiously. I look at the speedo all the time. |
Neil Mitchell: | So what are you going to do about it? |
John Dague: | Well, I’m going to contest it. I’m taking it to court and I would advise everybody else to do the same. |
Neil Mitchell: | You’re quite convinced with your expertise and knowledge of the area that this is wrong? |
John Dague: | Yep, sure. |
Neil Mitchell | And you go to court. |
John Dague: | It should be turned off until they resolve this problem. It’s just weight of numbers. |
Neil Mitchell: | John, sorry? |
John Dague: | Weight of numbers – just the complaints you’re getting. There is definitely something wrong with it. I’m sure Dave Axup has – he knows me as Horry. But I know Dave would be able to sort something out with it. He knows my credibility. |
Neil Mitchell: | Well, let’s stay with us John because I’ve got David Axup, former chief super of traffic in Victoria. The man who introduced speed cameras to Victoria originally. Originally David Axup – Hello. |

Neil Mitchell: | So if Horry recons he wasn’t booked do you think it’s a fair case, David? |
David Axup: | Well I’d recon if Horry says he wasn’t speeding, I’d take Horry’s word for it. |
Neil Mitchell: | All right, so what do we do? I mean, the police obviously believe that they’re right and that wouldn’t be making that up. They’re quite convinced they’re okay. What are the options? How do we check them independently? |
David Axup: | Well, because the road is consistent in terms of its geometry and we’ve got other the cameras on that road and we’ve got a perfect way doing it. We obviously know – well Eastlink know how many vehicles use it because that is where they get the revenue from. |
Neil Mitchell: | Yeah. |
David Axup: | Now, they would know at each toll point how many vehicles go through and the cameras are set up at the toll points. |
Neil Mitchell: | Yeah. |
David Axup: | So, if we look at say, the Wellington, well look take Cantebry Road for instance. There’s a toll point near Cantebry Road. Let’s say that we get 15,000 vehicles through there and 13 percent of them are speeding. In the Brackets where they’re going to get a photo, that’s 1950 vehicles. If we go to Wellington road which is a bit further out, depending on which way you’re going I suppose. If we go to Wellington road and for some reason the volume drops then we should still expect to get around about that same sort of speed distributions so therefore around about 13% of the vehicles in the offense bracket which would mean we would get at that place, 1300. |
Neil Mitchell: | So what your saying is we need to get the figures of how many cars went through in this particular lane I suppose? |
David Axup: | If possible, yes. |
Neil Mitchell: | And, what percentage of them were would booked in different cameras? |
David Axup: | Yes. |
Neil Mitchell: | And if the Wellington Road camera jumps up and says, you know fifty percent were book and everybody else is 10 %, we’ve got a case. |
David Axup: | That’s right. |
Neil Mitchell: | So, who do we get those figures from? |
David Axup: | Well Eastlink would have the volume figures for sure because that’s where they get their revenue. Now obviously the traffic camera office or the justice department or whoever keeps size figures will know how many vehicles are booked at each site. |
Neil Mitchell: | Are they allowed to give us that? |
David Axup: | Why not? |
Neil Mitchell: | Well John, or Horry, John do you know what lane… Sorry? |
Harry: | There’s no cameras on the gantrys? |
Neil Mitchell: | There aren’t. |
Harry: | No. There’s only a camera a Wellington Road Bridge and Dandenong Bypass bridge and within the tunnel. |
Neil Mitchell: | Oh… Was that confusing us David? |
David Axup: | No. We would go for the gantry immediately upstream of the camera. As long as there is no exit between that gantry or between the counting gantry and between camera we would go for that one upstream. |
Neil Mitchell: | And is there only one camera on Wellington Road or several? |
John: | One on each lane. |
Neil Mitchell: | One in each lane. So we have to establish which lane people are being booked in, do we? |
David Axup | You’d be looking on the distribution across the lines, they’re.. |
Neil Mitchell: | Okay, well that might help as well. |
David Axup | Well, we would expect a slightly higher percentage in the upside or the fast lane if you like because people who are moving along would tend to go to the right hand lane. So you would look at the distribution across the lanes. |
Neil Mitchell: | All right… all right. So what do we do? I’ve got to go to Eastlink and say we want these flow figures and I’ve gotta go to police or justice department and say we want the figure for how many are booked. |
David Axup | Yes. |
Neil Mitchell: | Or the percentage of booking. |
David Axup | Yes. Well you want the – |

Neil Mitchell: | Or how many. |
David Axup | Well you want the raw data on how many – How many are booked and for preference, how many are booked in each of the groups for which the tickets are issued. So we know if you are up to 15 Ks over the limit you’re in one bracket and then so forth. If you can get those that’s even better. |
Neil Mitchell: | Well the police should want to give them to us. So they think they’re okay so they want to clear it up. And if they won’t give them to us we can do an FOI to try to get them. |
David Axup | I’m surprised they haven’t done that already given the fuss that you’ve kicked up. |
Neil Mitchell: | Well they may have. What does your instinct say David? Is there a problem here or not? |
David Axup | Well, my instinct tells me your getting too many complaints for there not to be some sort of issue. It maybe that there is another issue involved in this particular location but the number of complaints that your getting for that one and not for other cameras along Eastlink says will hang on hold the phone and we’ll go back to the ring road. There were other cameras on the ring road and if the time 178 km/h 120Y. |

Neil Mitchell: | All right, so if we can get this data and we’ll go searching for it now you can help analyze it for us? |

Yes I am also one of the thousands who have been caught out by east link. Nth bound at Wellington road 6months apart both alledged 106km/h detected 108km/h, both in the morning an hour apart (10.30-11.24).
I know the camera is there as I always drop my speed to 90-95km/h and give it the bird yet I am still fined.
I would be the first to admit that i have been caught out by speed cameras in 50kp/h back streets and i have copped that but there is something seriously wrong with East link!!
I want to challenge it but i will know the outcome and extra expenses that i will incurr but i can’t afford to do that.
Neil, the Melbourne public need your help, can’t we lodge a mass class action against this blatant tax revenue rip off.
I am sure if we all chip in something could be done??? Also can you make your friends on Sunrise aware of this as well.

Me too (Wellington Rd), the camera detected a speed of 111km on the really windy day we had, 111km NEVER i tell you, i know that the camera is there and not only that, i cant afford to pay for speeding fines hence why i dont speed.
Something really needs to be done about this camera which is ripping of thousands of people, not to mention we have to pay to use the bloody road in the first place! Come on stop ripping us!
I have received a fine on the wellington bridge also and am also appealing this as i religiously stick to the speed limit or below due to not knowing where exactly the cameras are. I am a mother of a new born child and a 4 year old and do not speed due to wanting to be safe for my children. I couldnt believe it when i received this in the mail and then reading about the hype on the camera thought it was to my best interest to appeal this.
The only way this injustice is going to be fixed is if enough people complain and elect to go to court.
It makes me SO MAD when the police say things like “They should just shut up and pay up and don’t speed!”

I just received my third speeding fine within 2 months… 2 of them in the one day!! once northbound the other southbound… both from the Wellington rd cameras… NOT HAPPY JAN… I also specifically slow down at those cameras due the, so called, rumor of faulty cameras… I will NEVER use eastlink again!
We have just received the sixth, yes SIXTH, speeding fine for one of our employees in a matter of perhaps 5-6 weeks. There is not a snowflakes chance in hell this is right. One or two I may have questioned but this is so damn wrong and we are so damned angry.
Can anyone let me know who is the best person/department to Att: a letter of appeal to. I’ve also received a speeding fine from the South-bound Wellington Road speed camera on Eastlink. It was my first time on Eastlink since doing the fun-run through the tunnels for the opening ceremony last year. I love the road, but the dramas that this potentially faulty speed camera have now caused puts me in two minds whether to use Eastlink again.

Once i received a mail in my account mailbox. By far i don’t know that what exactly the camera is and how it works. I am interested in this mail and want to appeal others to read it carefully.
Victorians, listen up. Unelected Brumby will not alter a billion dollar rort that is financing him and his cohorts. And, why would he? We have become a bunch of whinging no doers, always ready to call a radio station and write into these forums but at the end of the day, it’s all forgotten as the next issue grabs the headlines. Well, there is one thing we CAN do. With an upcoming State election, contact your local Liberal member and let the member know if the Liberals commit to fixing this rort , then it’s worth one extra vote come election day. Calmly and rationally explain your circumstances to the member. Tell the member our freeways can and should be speed limited to 110 km/h and most drivers are responsible enough to drive within that limit. This in itself would remove most of the frustrating minor speeding infringements issued to good drivers. While you are at it – don’t forget to voice your disgust in unelected Brumby’s handling of our hospitals, schools, homeless, street violence and the weakest police force in Australia. You want change? You know what to do.
My wife and myself are victims of wellington road cameras ,and have never had such an experience as this I rang the office and because of the amount of bookings they dropped one,this told me that they obviously had a faulty camera ,but being a pensioner we had no money to fight the case,and feel that we have been treated worst than any criminal,as we have penalties on our licence.an no we were not speeding and i told my wife the speed we were doi at that location as we also knew they were there.It took all our pension to find the money. they should pay all back for september .thank for your time

C’mon Victorians, you need to step up and make some noise about this injustice – it’s absolutely criminal what the greedy politicians are getting away with.
For all those naive posters who ‘bleat’ comments like “don’t speed and you have nothing to worry about – it’s all about safety blah blah…” – wake up to yourselves!

I am hoping that a class action is brought about some time soon to remove these faulty revenue raising machines for good.
Go back to having more highway patrol officers on the road catching hoons and unregistered vehicles, whilst using this revenue to fix up the known black spots and dangerous intersections.

My partner has been booked five times at this site and as of the 30th of September his license has gone from a probationary one year term, where he can not have another point lost, to being unlicensed. We are a single income house hold with two kids under two and he is a self employed contractor who needs to travel to the other side of the city daily. He had racket up a lot of fines in the previous year because of his 1984 F100 truck with a faulty gage. But recently purchased a new ute which is accurate but he still copped the Wellington Rd fines. We feel that trying to fight is fruitless because who would believe us with so many fines already on the list. What do we do now to put food on the table?? We are just distraught!!
My daughter too is one of these victims. She got about 9 in 9 days. Now has lost her job, lost her licence, lost her car, and lost her confidence. She is not saying that she has not done wrong at times, but thses fines have made such a big impact on her life. She always had cruise control on her 2008 model car. She is now on the dole and paying of the fines worth over $2000. I will not use Eastlink for this reason. SOMEONE has to listen. Cathy
I received four on coresponding days one after the other on the welington rd bridge i set my cruise control to 101klm ph on the global positioning system fited in my car and the 4 tickets i received were all for 109 down to 107

how many crashes are caused by people looking at their speedo because they cannot afford to get a fine

Like Kim, my partner is also a self employed contractor working on the other side of the city. He has recieved 3 fines in 4 days, for the common speeds of 108 down to 106, and 111 down to 109. A coincidence? I think not. He also had an older vehicle in the past and received a number of fines due to an innacurate guage, and because of this worries that his letter of dispute will be ignored, not to mention the loss of more demerit points. He now has a Sat Nav with a speed warning system, set to 100km/h which did not sound on any of the 3 occasions, he has also tested his speedo against the speed check cameras on the Westgate Freeway and it is 100% accurate. Unfortunately he cannot take a different route to work and is waiting for the time bomb of another fine. We will be fighting this all the way. A united front is the only way for this matter so please, everyone stand up and be heard.
Yet another victim of the notorious Wellington Road Bridge Eastlink speed camera. 3/8/09 at 8.32pm, detected speed 109km/h, alleged speed 107km/h. There is no way known I was going that fast – I’m a student and a P plater, I can’t afford to pay bogus speeding fines and I don’t have the funds to fight it in court. I only get 5 demerit points in a year – I can’t afford for you to steal them from me like that Mr Speed Camera – play fair!!!
I have used Eastlink since it opened and have been very aware of the spped cameras along the way. I just recieved my first speeding fine form the notorious Wellington Road bridge. 113kph down to 111kph. A whopping $234.00 fine and 3 demerit points. I just don’t get it. With SO many people complaining there has to be some basis to the outcry. Is this Government and Police Department so bloody minded?
I received a fine in the mail yesterday for travelling at a detected speed of 110km/hr – brought down to 108 – at the northbound Wellington Rd Bridge on Eastlink on 19/9/09. I thought it was strange when I looked at it so drafted a letter to Civic Compliance.
I had my cruise control set on 100km/hr and had travelled from Yarra Blvd to Ferntree Gully on the Monash and Eastlink and had cruise on the entire way…
I then saw the report on the news about the same camera and it now made sense! I will be patiently waiting for a reply from Civic Compliance, but would be very happy to join a class action or something if my application does not go well!
I recently travelled under the Wellington Road Bridge on Eastlink heading north, and also received a fine for 109 down to 107.
I drive a truck and when fully laden, as my truck was on this day, it is very difficult to get the truck running at excessive speeds. I always stay in the left lane and allow faster vehicles to go past.
I can not and will not believe that I exceeded the speed limit when the infringment notice said l did.
It is a 2 year old truck which I am paying off and driving it is my livelihood. I do not need, nor do I want any fines which could hamper the repayments needed to pay this truck off, so I continually watch my speeds.
There are plenty of VicRoads vehicles continually pulling trucks over for spot checks as if that wasnt an incentive to keep the speed down to a respectable limit.

And now today’s news that 223 police cars have also been caught by this same camera and yet only 6 have been booked… what the hell?!?

I was shocked, and wrote to Civic Compliance Victoria querying the accuracy of the camera but the reply was they were “satisfied the alleged offence was committed”. If I requested FOI documents it would cost me more, and as an aged Pensioner I cannot afford this or to contest it in court – although I would be willing to swear on oath that I was not over the speed limit at the time. In 56 years of driving I have an unblemished record and zero demerit points. I strictly observe speed limits and always use cruise control on freeways, and even in 60 zones.
The explanation re ‘speed creep’ seems feasible, but why should Eastlink users be penalised? Allowance should somehow be made for this. How many other drivers have received an infringement notice at this same location? What can we do? Would enough public protest pressure be brought to bear on the Govt to correct this? Would a petition, or class action (using a no win, no fee lawyer), have any chance of reversing this imposition? Eastlink is a terrific facility and I’m happy to pay the toll but not this highway robbery!

on the 28th of august i was booked for 106/108 klmh. i know this is false because i use my gps to locate the camera’s. i also set my cruise controll on to suit 98klmh on my gps and it has never failed me. i go past the dandenong bypass camera without having changed my speed and it seems to be fine. i also travel down the hume highway every night with dozens of camera’s and frequently use the western ring road and have never had a speed camera offence. does anyone know who i can contact to appeal it or do have to go through the magistrate. thanks in advance Reed

The camera is faulty, without a doubt. The authorities are WELL AWARE of this, yet do not wish to concede there is a problem because they will have to pay back millions in fines.
If this was a “typical small business” the ACCC would be all over the company, but being the government they get away with it.

Eastlink Rowville southbound Wellington rd brigde; this is the second one my husband has received in 2 weeks; the first he alledgedly is doing 111kmh and now this one 109kmph; never b4 have I heard so many people complaining about the same speed camera; what a great fundraising effort for the police and victorian government; besides going to the website delonixradar what else can we do besides pay it? we cant afford to go to court? My hubby need his licence so the other alternative is to stop using eastlink.
Today I received an infringement notice for the same location as everyone (Wellington Rd bridge), and again on the date of the infringement and having had prior knowledge I reduced my speed well before approaching the bridge as I do any time I have used the eastlink and I recall reducing my speed from 100km/hr down to 96km/hr, (keeping in mind that I have tested my speedo on the Geelong highway radar test zone which indicated my speedo reads faster than my true speed by 4%). However, I was detected to be travelling at 108km/hr and alleged to be travelling at 106km/hr. This speed seems to be very familiar as coincidentally the most common speed detected by this camera. I am angry that there appears to be significant anecdotal evidence pointing to concerns on the accuracy of this camera, and possibly if the test result do confirm its accuracy, could it be that environmental effects could be affecting the reading such as vibration caused by the traffic using the bridge etc.? I also would be interested in defending this through any planned class action.

I too got stung by the Wellington Road Camera, and was prepared to take the fines although I knew I was not speeding. I am already paying off fines and the last thing I need is more. I will now fight these in court as I see the CAMERA is certainly faulty and I was NOT speeding as all the other people in this testimonies. I just got a fine in the mail from the Wellington Rd Bridge Northbound Camera From the 4 Oct 2009 for $234 and 3 demerit points. The alleged speed was 112km/h. I too plan on disputing this because I travel on this road both ways everyday to work and have done so for the past 8 mths. I have cruise control in my car which I turn on every trip and is always set to 98km/h and a gps in my car which is on every trip that has a speed alert set at 100 km/h and it never goes off. Not to mention the fact that I have tested my speedo on the freeway speed checks on several occasions and my speedo is out by -4km/h so therefore If I was doing 100km/h I would only be doing 96km/h.
Something needs to be done about this camera as all it is is revenue raising from all the honest people who cant afford to pay the fines or fight them in court.
I have just received an infringement notice Southbound Wellington Road Bridge alleged speed 106km detected speed 108km and no way this was right. This occured on 5th Oct on my way to work I knew about the cameras there so as i travelled past the bridge at 100km I actually thought in my mind, I wonder if this money making camera would give me a fine and what do you know.
I am with the rest of the crowd these cameras are faulty.
How many people have had the same infringement of 106km alleged 108km detected c,mon.

Hello Neil, I just got one of these fines from the same site, same alleged speed of 106km and detected speed of 108km. I know for a fact i would not have been doing that! I have a little Mirage and had checked the speedo recently at one of those bridges thingos that shows your speed – i sat on 100 and it said i was going 96km per hour!!!! The date was 18th October which was my birthday so i remember the trip well. It’s too obvious that everyone is getting the same figures too!
I have recently received two speeding fines in the month of October by this notorious camera. Both alleging travelling speeds of 106 & 108km/hours. After receiving the first fine, which mind you, my partner (driver) and I were certain we were not speeding, the next time we travelled pass this camera, I had a good look at the speedometer to see he was under the 100km, and to our surprise, we received another fine for that day of travel. Either this camera is definitely faulty or I am losing my vision!!! I am contesting the fines, it is ridiculous!!!
On 25th September 2009, I was caught on Eastlink, Wellington Rd Bridge, Alleged Speed 114km/h and Detected Speed 116km/h.
I had my Navman on and it was to alert me if I went above 100km/h. And It DID NOT. I was so sure to stay below 100km/h, especially that I had my two young boys with me that day. As A mother I do have to be very careful when I have my children with me. I want to contest it as I am sure I am right.
Question: Does anyone have any ideas about a class action, I don’t want to fight Police on my Own.

I was traveling north bound and booked on the wellington road camera.
I was using my cruse control and have travelled on east link occasionally but on the other freeways and tollways I travel quite often. I have not had a speeding fine for years and always stay under the speed limit.
I will pay the fine and then contest it to avoid any additional fees and fines while the complaint is being processed.
I have experience dealing with a similar matter with Telstra and ended up with a huge problem contesting a bill. It was sent to the credit regulators and ended up with a listing that took 5 years to clear. Pay the fine first and then lodge your complaint. They will refund the fine if you are successful.
I’m gobsmacked! In centrelink last week organising direct debits to pay my 7 eastlink fines (I’m a single mother also), the customer service rep explained she’d heard the subject discussed on talk back radio, the problems with Wellington Rd bridge etc, and suggested I take it further. I’ve just logged onto this site and I can’t believe that we are all in the same boat, but with no re-course other than the overworked court system to find a solution to an obviously growing problem. Surely there must be another way. We can’t all be wrong. What the hell am I supposed to do? When I spoke to the Civic Compliance I was pretty much told there was nothing I could do other than dispute EACH AND EVERY ONE in court. I don’t have the funds or the mental fortitude to take on a fat cat of that size. Any suggestions would be greatly apprectiated. Good luck guys.
Well, here i am finally. Have been using Eastlink since it opened and have been listening to the ongoing tales of the faulty camera at Wellington rd on 3AW. Now I have been going under the Wellington rd cameras for a long time, and I have never been booked. Much ado about nothing? I know they are there and I make very sure that my cruise control is set to either 100 or 99 as per what my NAVMAN says. Now, up until the 10th of December, this has worked faultlessly for me. Up until the 10th of December those settings were correct. Now, on the 10th of December at 11.09am, those cameras say that I am doing 108kmh, alledged 105kmh. I now can see the problem. Letter writing time. I will not go under those cameras again.
3rd of December, 8:08 am, detected speed 109 alleged speed 106. Southbound on my way to work, which I do 6 days a week, so that is 12 times a week that this camera has the potential to steal from me. Maybe we need to change our tone to one of alleging that this is a criminal act being perpetrated against the public. The charges could be obtaining monetary gain by fraud/deception, and when these cameras are finally if ever conceded to be incorrect, perverting the course of justice. If you are caught breaking the law and were honestly unaware that you were even breaking the law, you would be told that ignorance of the law would not be a mitigating factor. Surely these people KNOW that these cameras are wrong and therefore illegal, yet the money to be made from them is astronomical. Time something is done before someone gets jack of the situation and takes a baseball bat to these cameras!

i too have been a victim of this same camera once on the 19th of dec and the 21st of dec the first detected 108km/h (alleged 105 km/h) the second 109km/h (alleged 106km/h), i will definately be fighting this. i recently was done by a camera on a backroad in lilydale and yes i was speeding so ill cop that. but no way in hell am i copping this.
It’s still happening 4th January. I don’t mind a fair cop, but this is over the odds. I have the same comments as many others. I am conscious of the cameras and modify my driving speed accordingly.
I too have been caught out twice….. once on the wellington rd bridge and once on the dandy bypass.
The recent one on the dandy bypass is absolute crap….
I entered from Fern Tree Gully rd heading South and 6minutes later I was photographed at the dandenong bypass.
The distance between these points is 13KM !!!!!! the simple maths puts me at a cruising speed of 130kmph yet I WASNT picked up by the Wellington rd cameras….
If i didn’t speed under the wellington rd bridge then I had to do speeds in excess of 160KMPH to make to the Dandy bypass in time!!!!!!!

I am one of those unlucky ones as well. I am a taxi driver and use east link quiet a lot. From the last two months, I have received five speeding fines at the same location Wellington Rd. And the speed I’ve been fined for has been the same like all the others.
When the first fine came I thought, well may be, I was speeding, since then one has been coming every week. Then I started pannicing a bit and suspected that there must be something wrong.
Then I started talking to people and found out that its been happening to many people.
We need to get together and need to do something or even speak to Neil Mitchell. Because he is already on it. We should also tell all the other radio stations, T.V. Channels and News papers. And get to the bottom of it.

This has been happening for well over a year now. The possibilty of getting a “rude shock” from a camera you didn’t know existed has long gone!
I, like many of users of Eastlink am sick to death of people slowing to <90 km/h under the DB and Wellington road bridges through sheer fear of getting unfairly fined. It's an outrage!
As a result, after my seemingly futile attempts to be heard regarding this matter, I will stop using what is otherwise a great tollway in hope that others will follow. Who wants to risk an unfair speeding ticket anyway.
I agree whole heartedly Richie….the government know there’s a problem, but refuse to publicly admit so, because it would cost them millions in returned fines like the Western Ring did years ago.

I know the camera’s are on Wellington Rd Bridge, so I always make sure I’m under 100. Detected speed 108km p/h, alleged speed 105km km p/hr. I know this is incorrect. I completed the form to nominate a driver under the company name & submitted this letter prior to due date, but got slogged with a further $701 fine for “failing to provide information when required”. How do I prove I provided the nomination form as I did & posted it with time to spare. NOw I have 2 fines to contest. Amount for alleged speed which is inaccurate & failed nomination fine, also incorrect. I want to dispute it, but don’t now how or we to go for advice.

I had a couple in fairly close succesion shortly after the road opened. Whilst I was conscious of the possibility that they were there and fairly careful about my speed I just put it down to the fact that I may have had a brief lapse in concentration and I just copped them. After I got the third one I started to worry, as by then I was aware that they were there and I was deliberately slowing down to go under the bridges. I was totally oblivious to the fact that there was a public uproar until weeks or months later when I discovered by accident talking with my folks. I am advised that legally I have very little chance of success and it seems that the authorities are revoking the fines of a few who claim to have perfect driving records to avoid them being tested in court. Given that I have had some previous speed camera fines (that may or may not have been valid, but I never fought them) this is not an option open to me. My question is this; does anyone actually know of anybody testing this case in court?
Has anyone gone to court, and if so, what’s the results?????????????????????????????????????????????????????????????????????????????????????????????????
My friend and I have both been caught out on Eastlink as well. I was on cruise control and there was no-way I was speeding. My friend has never had a speeding ticket in her life. I have checked my speedo on the provided speed check points and it always registers lower than what my speedo says. Both fines are due this month, can someone please assist as to how I can fight these?

I too got a fine in the mail this week. I’m none to happy. I have been driving for nearly 35 years and only been booked once for speeding in all this time, when I told my hubby straight away he knew it was the above location, he has heard so much about it on TV and radio. He has told me to fight it which I really would like to do but I dont know how to go about it. Does anybody know of the class action that is being taken????against all these “fines” from the same location. The Infringement said I was doing 114 dropped to 111. I hate speed so I don’t think that I would have allowed myself to go that fast in the first place and I used cruise control so I cannot see how they got this speed,

I have just received a fine on Easlink’s Wellington Rd Bridge for being detected speed of 109km/h dropped to alleged speed of 106km/h on July6 2010. I had set my cars cruise control on 99km/h so I know I couldn’t have been going 109km/h. Am also looking for others may have been recently fined, or can advise regarding a current class action.
Me too, 27th June 2010 108k down to 105k sounds like a familiar trend. This speed camera seems to have an addiction. I’m more than careful since being booked recently and don’t have the points or cash to spare, more than enough incentive to stay within the speed limits.
We all know the camera is there, so I know to stay on the right speed and not speed, especially under the booms or bridges. I’m at a loss where to go from here? or who to complain to. HELP!!
This camera is unique in that it has a track record of causing a fatality. The engineers who sign off on this should be sacked and have their accreditation removed. Remember they test radar guns with a non-speeding tuning fork? In this case the bridge is the tuning fork and the when it vibrates at the right speed, whoever is in the cameras range gets a fine.

This snow-job has been going on for years.
They are responsible for road conditions, rules & driver screening which are all areas of significant and obvious problems with aspects of outright neglect.
The ensuing and predictable outcomes are sometimes tragic.
“They” then have the audacity to not only blame us for it (d-grade ads & media saturation i.e; brainwashing the simple), but then fine us(for the poor, it can break you and your family). For bad drivers ok, no-one can deny they are out there, but the way they overturn every stone to “catch” each and every one of us, yet neglect almost every other aspect of government (except their packages), undermines their credibility & reduces the respect level to less-than zero.
I have been done a few times now under the Wellington Road bridge when I’m certain I am not speeding. The last time was only weeks ago and as I’m aware of the problems with the camera I deliberately sit on 100km/hr as I go under the bridge ever time without fail. Still registered 108km/hr? I think because the cameras are fixed to the bridge which is constructed of beams that deflect, the intermittant exceedances occur when the deflection is in the up motion from large & heavy vehicle travelling over the bridge! This is my defence when they finally get me into court. This deflection increases the speed of the vehicle travelling under by 8% making your speed 108km/hr when your actually doing 100km/hr
My wife was booked on two consecutive days by the speed camera on Wellington Road Bridge East Link. Traveling in opposite directions. Both times the detected speed was 108km and the alleged speed was 106km. Statistically what are the odds of doing the same speed at the same place on two different days travelling in opposite directions. Reading above examples, there are too many cases with exactly the same detected and alleged speed to be a simple coincedence. I am taking it to court.
These cameras have cost me 7 fines in the past 8 months,, it has cause many an aguement with my wife, i just cant believe … there seems to be a common theme here all of my fines are in the morning when i travel to work… until now i have just copped it sweet and paid them no more i need to jump on board and be apart of any class action…

I just got a fine from the Wellington Road cameras and i know i was not speeding.
I slowed down to make sure as i know about the camera dramas and I still got a fine.
I think speed cameras are good at what is considered trouble spots but to put up as many cameras as can be afforded is not saving lives it is straight revenue raising.
I have not had a fine is years and when there is so much negative discussion about this section and the people in this forum losing licenses and jobs then a class action should be considered.
For the sake of saving a few lives as they always justify themselves with they are destroying peoples lives.
The liberals should step up and challenge the cameras and over turn the fines and the people badly treated receive compensation…

14 oct 8.09pm wellington rd bridge claimed 108k marked down to105 gps set to 100 warning did not beep . over50 years without any speeding fines until last 2 years now i have had 4. 2% leway is rediculous . some people are slowing down and holdin up lines of cars which tends to cause improper actions on main roads
2 tickets in two months. yes, wellington rd. I’m going to fight this one received today. 113km detected down to 110km. Cruise control always on 99km, brand new car. How does this happen????? I think we all know why???
I have also been “caught” on the Wellington Road camera twice and after the first fine I now make sure that 100 metres before the bridge I drop down to 80-90 kph. I have even had my passengers check that I am under the speed limit. This week I received another fine and I cannot afford to take this to court, and have a slim chance of winning anyway, so I have to just cop the fine. In 29 years of driving I have had one speeding fine that I admit was my fault (and was in my first few years of driving) but now due to the Wellington bridge camera more will be recored on my driving record.
I will not be travelling along Eastlink again – I would rather use more petrol and more time instead of being slugged $149 for something I believe I did not do. The “powers” that be really need to take a look at these complaints, because there are two many people that have the same problem as me !!!!!!!!!

Oh…but out of 67,000 fines issued, with a “timing error” we are confident that only 9 of these fines were in error. Really? The cameras clocks were out of sync mysteriously just 9 times???
So David, you can take your “don’t speed and you won’t get fined” watered down argument and go and face the people that have lost their license and suffered hardship as a result of inaccurate speed cameras. Then move to Korea or China.
I travel a lot so the occasional speed fine is inevitable and accepted. I have never thought to question previous fines. However when I received one after a journey on the Eastlink (where I am aware of the “hidden” bridge cameras and drive accordingly), absolutely certain I was not doing that speed I asked for a review of the cameras accuracy and calibration status. This was dismissed with the statement “The cameras have not been found to be working incorrectly”. What ambiguous Bulldust! It would appear even their own have no confidence in their equipment.
I wrote and asked for more details twice but was knocked back (same standard letter not attempting to answer my letters). I then phoned and the “Lady” I (finally) got to speak to put the phone down on me, without getting around to providing any positive statement or evidence of the cameras accuracy, or test status.
The camera office occupies a very unhealthy, sainted position where the only way to question is via the courts. Furthermore I am left astounded by the arrogant disregard for the public, and their basic rights. I started off wondering whether, but now I am absolutely sure that there is an issue. There needs to be more transparency and accountability to win back fading public support, and allow these to be termed “safety cameras”.
I have lost my licence because of Eastlink. Each and every time i have travelled that road I have used my cruise control set to 100km and still manage to get fined and consequently have lost enough points to lose my licence.
Today my husband received a fine from you guessed it Wellington rd bridge northbound and clocking 108km – we again had it on cruise control at 100km/ph
I’m really sick of this camera and angry at myself for not contesting the previous fines. We’re fighting back now.
I’m yet another disgruntled Eastlink driver. I have lost count of how many fines I’ve received from the Wellington Road cameras over the years. I drive religiously at 100km/h (usually less around Wellington Rd) as I’m a low income earner and I can’t afford these fines – but I still receive them. And only ever from this camera. I use Eastlink both ways every second weekend and once during the week. I currently have 3 fines, issued within days of each other. If I continue to use Eastlink and receive fines and demerit points, it won’t be long before I lose my licence.
Screw you Eastlink, I am NEVER USING YOUR ROADS AGAIN. It makes me so angry, I feel like causing thousands of dollars of damage to your cameras.
Traveled on Eastlink on Dec. 12th 2010 and got fined…yeah you guessed it! Under the Wellington Road Bridge. Was reluctantly preparing psychologically to quietly pay it until I saw Channel 7 news tonight. I wasn’t speeding but got a 108 kph infringement.

My wife is a VERY cautious (and somewhat slow) driver. She needed to use Eastlink for the first time recently and I am specifically warned her about the trouble spot at the Wellington Rd speed camera. She made sure when she was travelling past these cameras that she remained well under the 100km speed as extra percaution. Yesterday she got mail – 2 speeding tickets (clocked at 107km and 108Km) at the exact location highlighted!!! There is definitely a problem with the accuracy of these cameras. I am disgusted that both Eastlink and Vic Police continue to ignore and dismiss the amount of claims that have been raised.
Fined in •EastLink, Rowville, Northbound Wellington Road Bridge, for 108K speed. This is the first time I used eastlink and got fined. Is there anything to be done to appeal.
I Have only ever taken the Wellington Road Bridge road twice! I have only ever had two speeding fines, both from wellington road!!
why on earth is nothing being done about this ? yes first time east link user, 108 at wellington. my guess is if they ever admit to their camera being faulty from when the tollway began operation, the government would almost go broke. would be nice to see how much this one set of cameras at wellington road has earnt the state government. it is ludicrous for them to deny how thousands of mortorists all do 108 at that spot . if you take it to court , they may waiver the fine only if you admit guilt. therefore they are able to say no fault with the camera. we are bribed into lying to save the goverments ass. and to save a fine. still lose the points though and hold a conviction record for speeding.
i have read so many posts on so many forums now that i truley believe there is a cover up within the powers that be. and who are we to fight them.
ill pay my fine because its cheaper. but i will vote for different government at next elections. and i will no longer have faith in our system in victoria. the police want you to respect them but lie through their teeth to save the vic gov from having to rebate these particular fines, probably under direction from above. tasmania is looking a better option to live every time i read the newspapers. i used the tollway twice in two weeks. only time i have ever used it. will be ineresting to see if i recieve a second fine for 108 a same place. book me in for any class action that may take place in the future.
Just got booked 3 times at Wellington Bridge in 3 trips….Expecting the quadrella next Tuesday to make it 4 in 4 trips just taking my sick daughter to her grandmothers house. Insane, if it was private enterprise it would be fraud.
I’ve just received my second Wellington Rd southbound speeding fine in a month (only travelled twice in that direction anyway). How is it possible to get exactly the same detected (108) speed on both counts? I know for sure I wasn’t going that fast anyway.

I have just received my second ticket in 4 months on the same camera northbound, I use the cruise control from hiedelberg through to pakenham four times a week, and yet it is the only camera on both occassions that has alleged my speed to be 107km/hr I delayed the payment of the first ticket in anticipation of the courts ruling in refrence to the police officer that was booked at the same camera (still no decision)

Hi thought I’d politely let you know that I have been completely unfairly treated with an accusation of speeding on East link – upon research I find its a interesting ongoing area of debate and accuracy. I know it is not so as have vehicle tracking and actually pointed the camera out to passengers (witnesses) in the car at the alleged time well under speed – a possible error I wrote to explain this and received a standard “Unlucky we are the law and right – pay up” type of letter. I have had and accepted “fair cops” in the past but believe this to be total BS, I can not afford time to take a day off to go to court to dispute $149 and 1 point so have no option but to pay up guilty or not!
I do have an option not to use east link and will now avoid it like the plague and advise others to not use it too – that’s only $25 a week or about $1200 for each of the cars that had been using East link daily in our household = $2400 a year a drop in the ocean to East link but I am happy to vote with my feet and steering wheel, I started spending the $5 on a morning coffee thinking it may take me longer – but it does not at all I still get to work and home in the same time so please pass my thanks to the Traffic Camera Office for deterring me from ever using Eastlink again!

The biggest problem with the camera in question is that it is mounted high in the underpass and not on the gantry which is a little further ahead. That deceives many who think they can slow down and beat the cameras where they THINK they are. It is on a downhill portion of the tollway in the underpass where cars are already doing 100kmh. It is very hard to locate. Cruise control varies substantially on cars unless you are driving upmarket european or top of the range Commodore such as SSV where the car automatically changes down when it goes down hill maintaining the cruise control speed to exactly 100. To go from 100 to 108 on a downhill slope in an average car with poor cruise control is only a couple of seconds. Those who say that they have slowed probably mistake where the camera is and have slowed either before or after where it REALLY is. I use eastlink toll every day and have done since it opened. I am ovetaken by around a thousand cars a day on the trip from frankston to the city doing 105 to 110. They all try and brake for where they think cameras are which is a stupid exercise. Many brake in the wrong place. lol. I just know they are getting booked. The Wellington Rd camera is certainly deceiving but inaccurate? I dont think so. Just stoopid people driving through there. Even the cop who got off today did so through a feeble excuse of having a passenger look over at exactly the second she unknowingly got booked and with parallax error (the angle of decit when you look at something from an angle), a schoolgirl passenger was able to testify in the police officers favour tghat she was doing just 95kmh two years after the fact, which was a joke. The police officer’s vehicle had a speedo accuracy of just 0.25kmh so that should have gone against her and not in her favour.
If a camera system is like Dave said on 5 Sept., were set up at improper location, that could hurt many innocent peoples. That camera system is wrong and must be stopped!!! Police depart must not use it any more aiming to collect revenue, to against innocent peoples.
As many drivers, I use my cruise control, and got booked for 106km/h, simply because of this improper set up camera.
The one who set up this sysem should feel guilty for hurting so many innocent peoples.
I was visiting Melbourne driving home at 10 pm at night, not speeding, no idea what turn and got fined and same place same speed 108 km no way was i going that fast due to no idea where i was going, i wroe to them, they said iw as speeding. Drove that way 3 days later, another fine, late at night again.
I wrote to them, they said fact was I was speeding, which I wasn’t. I can’ta ppeal again, but can take them to court, and after reading this, might just do that.
I don’t live i melbourne though but im definitely writing to them again.
I was stunned to receive a ticket today(Nov 2nd) for drving at 118 kph on Sept 14th on Eastlink at the Wellington Rd Overpass.
This seems impossible to me, since I had my(very reliable)cruise control on 103kph.
I have checked my speedo on the Geelong Rd and Western Hway speed checks, and it reads 4 to 5kph over the actual speed.
I am very careful about NOT speeding on Eastlink(or any freeway), and am continually overtaken by trucks and cars.
I was not in a hurry that day(early for a golf game).
I have had a few speeding fines in my 44years’ driving(probably 6 or 7), but have never exceeded the speed limit by anywhere near 18kph.
I am absolutely certain there is a faulty reading here.
My car is manual, and it does not accelerate in cruise control when going downhill.
If I am correct hast the camera was faulty, there must be many other drvers wrongly fined that day.
Unless lots of others have the same problem, I can’t see any way out of this, but to pay the fine and accept the 3 points.
“NEWSFLASH”If you get caught by a speed camera fixed or mobile and you plead guilty to the offence then explain in Court the reason why you exceeded the speed you will still lose points even if there is “NO CONVICTION” The Magistrate accepted the reason why I exceeded the speed limit, so no conviction. I then found out I still lose the three points, going to Court was a total waste of time. The only way you will NOT lose points is if you plead not guilty to the offence and are let off, cajnces of that are slim and rare. So if you are driving a pregnant lady to Hospital, driving someone who needs urgent medical attention,or are being chased by some dickhead and get caught by a camera you will still lose points no matter what the Court sais. Unfair yes very unfair,,,,
Could all of us who have been wrongly fined form a class action to fight this? I’m not sure how but maybe it could be done, any ideas?
I am again faced with this bullshit of having to pay fines when i know i was not speeding…. yes wellington road bridge … I have just received two fines… In 2009 I received three fines under that bridge i was travelling in my ex husbands ute and was being told off by my son all the way there for driving slow ….I lost 9 points and as a consequence not there long after lost my licence. I just want to know why isnt this issue being resolved??? I am now a single mother and cannot afford these fines let alone afford to lose my licence…

I had the fine along Wellington Road, Northbound in Oct 2010. Twice I wrote in for court hearing and twice, they conveniently said they did not receive my request. So, I made the 3rd request recently and is waiting for an answer from them.
I had another fine 2 months after that at another location and I took that to court. In court, i actually questioned the police there and the legal aid if they have ever exceeded the limit. They cannot deny they have done so. When they asked if I am guilty, I said I am not guilty of unsafe driving. However, I had to plead guilty on the day otherwise the magistrate could not rule on it. Thankfully, the magistrate waived my fine as I had no previous conviction and no accidents for yonks. I believe the magistrates feel the same as us about these revenue raising fines. I lost 1 point still.
If enough of us take it to court, it will flood the courts and it will be the magistrates complaining to the infringement courts. Further, the infringement courts have a lot of work to do if you take the case to court. This will keep them very busy indeed.
The problem is many people could not be bothered and so succumbed to the fine. This is what they are counting on. So, bear the inconvenience, and take the matter to court. Otherwise, what is the use of complaining?
Since this site is collecting all our email addresses, how about making a class action? I think we have enough people to support this class action? We need to challenge them on safety. Making people continually looking at the speedometer while they are driving cause unsafe drivers. This is whether we are on Wellington Road or not.

We all know the speed camera is there and just like everyone else I reduce my speed even less then 100km and on cruise control! Like everyone else I got 3 fines for the same day. Lost my license cause of this and now going to court. This is pure robbery!
Now I just avoid that way and if I ever drive onto EASTLINK, I drive 80KM when I get near there. But as everyone knows, once you try to drive 80km on a 100km…..people justget annoyed with you and overtake you or beep at you! Oh well….what can you do????
